Use the Wind Filter again but this time change the Direction to the right. Repeat accordingly.
- Step 8
Then go to Edit > Transform > Rotate 90° CCW. This should bring the Mask Layer back right up. Then press Q to exit Quick Mask. Do not deselect. Create a new layer and fill the selection with white. It should look like this. You might want to name the layer "Lights"
- Step 9

Now duplicate the "Lights" layer. To the bottom layer add in Filter > Blur > Motion Blur (Angle = 0; Distance = 10). Make another Motion Blur this time Angle = 45 and Distance = 5.

You can now merge the two layers.

Now to Add some color. Select the merged Lights layer by pressing CTRL + the lights layer. Go to the Color Palette and select any color you want. You can even use the Color Gradient tool. Once you've chosen your colors, make a new layer and fill in the selection. Set the Blending Mode to Color or Overlay.

In this picture, I used the Color Gradient tool and loaded "Pastels". Then I set the blending mode to Color. You're done!
