With your newest layer selected, go to Filters, Blur, Radial Blur.
Make your settings like below. |

Go to the Lasso selection tool, set the feather to 20 px, and make a selection like below.
Make sure its neck reaches all the way to the upper left-hand corner. |

| Go to Radial blur, but this time check Zoom. |

Next go to the Blur tool, set its mode to Lighten, and with a big brush, blur the blast.
It's the easiest way I know of to make the particles brighter. |
